Term of Employment:Full-Time, Term (Approximately 12 months)
Rate of Pay:Band 8: $48.40 - $53.02 per hour (Subject to CUPE 1015 Agreement)

Duties:






 
Reporting to the Manager, Financial Planning & Analysis, the Tangible Capital Asset (TCA) Coordinator will provide leadership and direction to individuals supporting accounting for land development and tangible capital assets. This position will be responsible for developing accounting frameworks, policies, and processes to ensure land development and tangible capital asset transactions are recorded in accordance with Public Sector Accounting Standards (PSAS). Responsible for the most complex and most complicated non-routine accounting duties in this area. This position will also support the capital budget process, financial reporting, and coordinate relevant asset data for models, insurance, and asset management practices.

TCA Accounting
  • Develop standardized accounting frameworks for tangible capital assets to provide direction and clarity to individuals who support the process
  • Ensure appropriate accounting entries are recorded from acquisition/construction to disposal and are accurately reflected in the City’s financial statements and asset register
  • Review, measure, and ensure appropriate accounting entries are recorded for asset retirement obligations and contaminated sites
Land Development Accounting
  • Develop standardized accounting frameworks for land development to provide direction and clarity to individuals who support the process
  • Ensure appropriate accounting entries are recorded from development to sale and are accurately reflected in the City’s financial statements and inventory listing
Project Accounting
  • Review and validate progress payments and holdbacks for the City’s large-scale capital projects
  • Review and validate capital project transactions and prepare supporting grant claims
  • Support prompt payment of construction contractors in accordance with legislation
Financial Reporting
  • Ensure the TCA and land development transactions are recorded in accordance with PSAS
  • Periodically monitor for any amendments or new PSAS accounting standards 
  • Prepare the relevant financial statement sections, schedules, and notes for review
  • Research and recommend municipal financial reporting best practices
Management Reporting
  • Prepare the relevant monthly/quarterly management reporting statements sections, schedules, and notes for review
  • Develop asset and land related adhoc reports to support decision making as required
Budget, Forecasts, and Analysis
  • Support the compilation of the current year and 10-year capital budget
  • Conduct asset and land development analysis and develop forecasts to support the development of financial models, insurance, and decision making as required

Policies and Procedures
  • Develop policies and procedures in accordance with PSAS and other legislation as required
  • Recommend and implement improvements to existing relevant policies and procedures
Business Partner
  • Participate and collaborate with colleagues, internal committees, etc.
  • Support finance management on interdepartmental projects and new initiatives
  • Support the asset management steering committee in the adoption of asset management best practices
Education and Professional Development
  • Commit to continuous learning and professional development as it relates to the role
  • Provide internal training to the finance department and others as it relates to the role
Leadership
  • Demonstrate personal commitment to quality financial management
  • Provide guidance and set expectations for internal departments related to accounting for TCA and land development
  • Maintain a positive public image as it pertains to the City of Lloydminster
Other
  • Other related duties as required.
Schedule:Normal working hours are Monday to Friday 8:00 am – 5:00 pm with the occasional requirement to work outside these standard hours.
Qualifications:
  • Completion of a four year post secondary Degree from a recognized institution with a Bachelor of Commerce or Bachelor of Business Administration with a major in Accounting or Finance. 
  • Chartered Professional Accountant (CPA) Designation; other relevant designation or relevant experience may be considered.
  • Minimum three years relevant accounting experience.
  • Relevant municipal experience will be considered an asset.  
  • Expert understanding of Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS), and financial and accounting best practices.
  • Must be proficient with computers with intermediate knowledge in Microsoft Suite including Word, Excel and Outlook.
  • Ability to make professional and sound judgements and provide appropriate resolutions.
  • High degree of accountability with the ability to make the best use of time and resources to meet legislative deadlines.
  • Ability to maintain a high degree of ethics, discretion and confidentiality.
  • Excellent interpersonal skills, collaborative, and invested in building effective working relationships.

  • A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required.  This position may be required to operate a personal or municipal vehicle for business purposes.
